Involuntary Separation

When care for one's spouse can no longer be provided at home, couples are sometimes forced to live separately (such as in a Nursing Home). The spouse who remains at home may be placed in a difficult financial position. This is called an involuntary separation. If you are a senior receiving the Government of Canada Guaranteed Income Supplement (GIS) in addition to your Old Age Security (OAS), you may qualify for higher benefits.

  • Spouses/partners living apart for reasons beyond their control (nursing home)
  • GIS payments may be increased
  • Both spouses/partners 65 or over and receiving the GIS may be considered as either single, married or common-law whichever is to their advantage

One of the most difficult times for anyone is when a loved one is dying or at risk of death. The demands of caring for a gravely ill family member can jeopardize both your job and the financial security of your family. The Government of Canada believes that, during such times, you should not have to choose between keeping your job and caring for your family.

Compassionate care benefits are Employment Insurance (EI) benefits paid to people who have to be away from work temporarily to provide care or support to a family member who is gravely ill and who has a significant risk of death within 26 weeks (six months). A maximum of six weeks of compassionate care benefits may be paid to eligible people.

Primary Caregiver Tax Credit

This credit recognizes the vital support caregivers provide to those needing care. Manitoba’s Primary Caregiver Tax Credit provides a refundable credit of up to $1,400) a year to people who act as primary caregivers for spouses, relatives, neighbours or friends who live at home in Manitoba. For this tax credit, people requiring care must be assessed at Level 2 or higher under the Manitoba Home Care Program guidelines. They are assessed based on the amount and type of care required for tasks like bathing, dressing, eating meals, mobility and receiving medical care. Level 1 requires minimal care in most cases and is not eligible.

Completing the application and status inquiries:  Call Manitoba Health at 204-788-6646.

Processing time is currently 8 weeks.  Original applications are required.  A caregiver only needs to apply once regardless if they are claiming for more than one year.

Power of Attorney (POA)

A Power of Attorney is a legal document between two people who are of sound mind.  Power of Attorney (POA), gives a person the legal right to act on someone's behalf in money or property matters.  Older adults often grant POA to a trusted family member or friend during illness or extended vacations.  A POA can give people peace of mind that their affairs will be taken care of.  It is important to know that the main concepts in acquiring a POA are:  making a wise decision about the kind of POA sought, and choosing who would be the best "attorney".

An Enduring POA gives the attorney similar authority over financial and property matters.  It however, is still valid in the event that the donor becomes mentally incompetent.  Therefore it is a precautionary measure, ensuring a person's affairs will be managed by a trusted person, of his or her own choice, in case he/she were ever to become mentally incompetent.

Remember:  POA is power over a person's financial and property affairs.  It does not mean the "attorney" has control over all aspects of the donor's life such as where he/she is going to live or what medical treatment he/she will receive.
